Nobody does commercial TV out of the goodness of their heart. There has to be a market-driven financial incentive, an economic imperative. Katie was wildly successful for so long, she created a market incentive. It made economic sense for CBS.

Building for the high end of the market isn't working. High-income people don't necessarily want to buy or rent the most expensive units.

The high-end apartments were lowering their rates closer and closer to ours, ... You can only lower your rent so far before you start to rent to people you really don't want to rent to. We've hit what I would consider the floor, and take our vacancies on top of that.

There will be no reduction in public housing units. If they recommend a reduction in units, we will cancel the deal. It was never my intention to have a reduction in units. If anything, we want more units.

It's not like downtown is doing horrible but everything around us is doing great. I mean, they're vacant in Centerville and Beavercreek and other places and north of town at the same level we're vacant. So it's a regional problem, it's not just downtown.

It's for vacant properties and vacant land.

People don't get into financial trouble because of the rent. They're used to paying that each month, ... It's the expenses that are not predictable or regular that can be difficult.

Some people would suggest you charge them 20 percent or even 30 percent, but you can still give your kids a break and teach them a lesson. Mostly you just want to use the rent as an incentive to encourage them to think about moving out as soon as possible. Otherwise they might get too comfortable and that isn't going to teach them responsibility.

A lot of these refineries are making a nice dollar right now because the capacity is restricted and a lot of them don't want to invest in new facilities. If there was a financial incentive, they might,
