It's ironic. The President talks about global competitiveness, then they cut funding.

We are deeply disappointed that the administration has chosen, once again, to eliminate federal funding for education technology. Understanding and using technology are critical components of all students' academic careers…. We do not see how eliminating federal education technology funding advances [the president's] global competitiveness agenda or helps our students.

Understanding and using technology are critical components of all students' academic careers and, most certainly, barometers of their future employment prospects. Given the president's emphasis in the State of the Union on the importance of developing math and science skills in America's students in order to keep America competitive globally, we do not see how eliminating federal education technology funding advances his global competitiveness agenda or helps our students.

The president will participate in a panel to discuss his American Competitiveness Initiative to encourage American innovation and strengthen our nation's ability to compete in the global economy.

We welcome the President's visit to Silicon Valley and his leadership in ensuring that the United States remains on top in the increasingly competitive global innovation race. We look forward to Congress and the Administration working together to see through the vision of the American Competitiveness Initiative.

At this stage of the budgeting process, this increase is an extremely important step in restoring federal support for technology in education, as it provides increased funding flexibility for Congress to address critical priorities in the global competitiveness agenda and in support of schools' efforts to meet the rigorous requirements of No Child Left Behind. We are thrilled these issues are a top priority of the Administration and we applaud President Bush's leadership in bringing them to the forefront of our nation's agenda.

President Bush spoke of the risks of economic isolation and the critical importance of American competitiveness. I am utterly convinced that to maintain American global prosperity, we must pursue a sensible, market-oriented trade policy that provides greater market access and enforces our laws and agreements.

We disclose our funding, Common Cause does not. So it's rather ironic that we would be attacked on that basis. But at the end of the day, just because Common Cause doesn't agree with the way we seek grant funding, that doesn't make advocacy illegitimate. Nor does it make theirs legitimate, their attack legitimate.

I have always advocated for funding and programs that increase our productivity and competitiveness.

I would ask you to avoid the temptation to chip away at our promised funding and divert it to the other states. Congress has the ability to appropriate funding to them without undermining the president's promise to us.
