At this stage of the budgeting process, this increase is an extremely important step in restoring federal support for technology in education, as it provides increased funding flexibility for Congress to address critical priorities in the global competitiveness agenda and in support of schools' efforts to meet the rigorous requirements of No Child Left Behind.

We are deeply disappointed that the administration has chosen, once again, to eliminate federal funding for education technology. Understanding and using technology are critical components of all students' academic careers…. We do not see how eliminating federal education technology funding advances [the president's] global competitiveness agenda or helps our students.

I am extremely disappointed that four of our eight [U. S.] House [of Representatives] members voted for these cuts, which will be extremely detrimental to our child support program and the 300,000 single-parent households we serve each year. The cut in federal funding will result in reduced child support payments taken directly out of the budgets of families who need the money to meet their children's needs.

Understanding and using technology are critical components of all students' academic careers and, most certainly, barometers of their future employment prospects. Given the president's emphasis in the State of the Union on the importance of developing math and science skills in America's students in order to keep America competitive globally, we do not see how eliminating federal education technology funding advances his global competitiveness agenda or helps our students.

There is no more important economic policy issue today than helping our nation remain the global innovation leader. To do this, our leadership must focus on an aggressive agenda to support math and science education, patent litigation reform, healthcare information technology, and research and development. We thank President Bush for his leadership and urge all members of Congress to address these issues in a comprehensive fashion to get the job done.

We launched the campaigns for several reasons. First, to educate the public on the importance of comprehensive sex education, which includes information about both abstinence and contraception. Secondly, to affect policy change; specifically, increase Senate support for the REAL Act, and increase Senate and general House support for global funding of comprehensive HIV prevention education. And finally, to build capacity among young organizers to advocate on their own behalf.

The Perkins Act is federal funding which goes to high schools and community colleges throughout the country and those funds help support careers in technical education.

As you may be aware, the No Child Left Behind Act was signed into law by the President on January 8, 2002. I was happy to support this bill, which was the result of months of intense bipartisan negotiations. This legislation sets the stage for a limited, but productive, role for the federal government in the education of our nation's children.

Senator Allen has long been a leader on competitiveness issues in the Senate and as governor of Virginia. His announcement of the Competitiveness Caucus comes as great news to the nation's manufacturers. We support every item on this agenda and will work with Senator Allen and others to make it a reality. The time has come for Congress to recognize the vital role manufacturing plays in American life and do what it can to strengthen our ability to compete in the global marketplace.

Those numbers are outrageous, ... We need to let the Department of Education know that we need funds to support preventive programs. It's always the same schools that apply and receive funding. Well, that's going to end. Local schools will receive federal money to be spent on these needed programs.

[Worries about accountability may also have played a role in the decision to open brand-new schools rather than add teachers and students to existing schools. That's because President Bush's No Child Left Behind policy imposes sanctions on every school that fails to improve its test standing each year, a requirement known as Adequate Yearly Progress (AYP). By the state's own accountability measure, the schools in Orleans Parish have the lowest performance scores in the state; East Baton Rouge Parish is 10 places higher on the list of 65. The state department of education has already asked federal education secretary Margaret Spellings to limit AYP requirements for 20052006 to students enrolled in the same school for two years.] I am reluctant to waive, even partially, AYP or approve broad changes in state AYP definitions at this time, ... the linchpin of the No Child Left Behind accountability system. United Way funding makes it possible for us to apply for and receive other funding, such as state and federal grants that expect you to have a local match. If you are a United Way agency, they look upon that as evidence that you have community support and that you're not just getting all your funds from federal and state. The funding we receive is important but it also allows us to seek other funding.

With the enactment of the bipartisan No Child Left Behind Act, we have taken an important step toward achieving federal education policies that will allow students to learn and achieve at the highest possible level.

While the ideals espoused in No Child Left Behind (NCLB) are admirable, the realities of the Bush plan are not, ... NCLB imposes rigid and expensive mandates on public schools. It judges adequate yearly progress using a one-size-fits-all formula, a measure that gives schools an incentive to lower testing standards in order to meet federal requirements and, sadly, to push out students that may bring down a school's average score.
