We're starting to see the industry divided. Some feel hurt by the new policy and now want a total ban. I expected that to happen when the ordinance passed.

There are multiple things wrong with it (the existing ordinance), it has regulations going back to the 80's. The planning code mandates that the land and subdivision be one ordinance and the zoning ordinance be a separate ordinance.
