I think it's really important. It will start to level the playing field between Greenfield communities and older communities. It's a very important mechanism.

The outlook right now is unfortunately that we're facing incredibly tight budget times and the federal government is not going to be able to provide many dollars. That said, the projects that do get priority are the projects that entire communities get behind, and (that) have broad-based support.

Anyone that's been over here at least once, ... realizes that the way out is not by shooting a rifle. You have to build your way out. We have to help build institutions. We have to help build communities. It's the only way.
