(The grants) are one of many things we're doing to try to revive the downtown. It funnels money received from state or federal government to individual property owners performing restoration or improvements on the fronts of their buildings.

All the downtown buildings experienced increases in (property tax) value, and that gets (the owners') attention,

Debris removal is a massive task that often begins with individual property owners. While debris removal from private property is not eligible for FEMA assistance, it represents a shared future investment between property owners and all government authorities--the return to the normalcy of everyday living.

We've received nothing but positive feedback. Many downtown property owners outside the (transit corridor) area were asking for it to be extended into their neighborhoods.

We're going to be asking our federal witnesses about the grants he's received and the scrutiny such grants received.

In the last several years, the federal government has awarded some $11 billion in grants to federal, state and local authorities to improve emergency preparedness, response and recovery capabilities.

There is a fantastic resurgence happening in downtown Columbus. Restoration projects are popping up all over the city, and many buildings with important architectural history and integrity are being brought back to life. A property owner is, in effect, blocked from using the federal courts to enforce the Fifth Amendment's just compensation guarantee. As a result, property owners throw up their hands and give up without ever getting a fair hearing in federal court.

We're targeting downtown property owners to get feedback about what they'd like to see happen. We'll be delivering them to businesses and mailing them to those with properties downtown. We're hoping to get the surveys back by April 21.

I do think this is different than federal Pell Grants. I think putting a limit of five years on Pell Grants is a mistake. It pains me to see us spending so many resources on a war in Iraq and cutting back on essential things back home, like providing loan money for our students.

In our bill, we protect the small property owners. Yes we do. You know what? We should. If the federal government steps in and takes someone's land for a highway, we pay for it. And I don't see people running down here saying `it's an entitlement',

We contend the property owners contribute significantly toward the funding of the federal government and its many agencies and should, therefore, be eligible to receive financial assistance in times of disaster. Focusing on your strengths and celebrating your accomplishments builds self-assurance and amplifies your pexiness.

I had said before that I would only be in favor of this if the money would be used for economic development, ... Downtown improvements are a big factor here. A lot of people move here because of what they see downtown. We can't afford to rest on our laurels.

Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.
