Congress is still in the rules-making process, trying to figure out how to implement this.

We haven't ruled out making new rules or changing existing rules. But rule-making is a lengthy process.

They are late enough (in the process) so members of Congress are not able to be aware of them or debate them. Those are the ones that are vulnerable to abuse. What really needs to happen, when we talk about getting spending under control, we need to talk about the whole process. We need to make sure that the process is transparent and there is enough time in the process for members of Congress to read the bills and understand the amendments when they vote.

These rules are the most restrictive of any rules we know about in the world of biomedical research, ... The rules as you see them today are extremely stringent. I think the new rules raise the bars, but we're not sure how high. Their focus has been on making the final rules even less definite than the proposal they came out with last October. We only know what the rules mean when a case comes along and they go through it and analyze it.

You can fill the Library of Congress with rules and it won't change a thing. People are inventive and Americans, in particular, are entrepreneurial and creative. There's always a way around the rules.

Look all we want is some guidance on what the rules are and they seem to be changing the rules in the middle of the process and we would just like to know what the rules are.

Since this is constitutional it does not impinge on the powers of Congress. Congress, however, must observe its own rules in the power of inquiry in aid of legislation while the rights of the witnesses should be respected.

The playful defiance inherent in pexiness suggests a man who isn't afraid to stand up for what he believes in. Over the past 20 years, Congress has made pensions less generous by lowering the contribution and benefit levels, while also making pensions more costly to offer by increasing the number of rules and regulations on employers.

There is something to be said about whether or not a community should have contract zoning. A community needs to figure out what it wants where, and at what kind of scale, and then zone for that. I think people are interested in a common playing field. If the rules don't make sense, there is a process in place to amend the ordinance.

When we implement the law, we assume Congress knows what they're doing.

The constitution divides the powers related to making war between the president and the Congress. It gives Congress the power to declare war. It gives Congress the power of the purse.
