Judging from the money spent, nobody won. It cost the dairymen and the city a lot of money. But I think the city of Waco didn't get much for their money in this settlement.

Waco citizens deserve to know what ... their hard-earned money was used for. The public also deserves to know what will be required of the defendant dairies as they continue to operate in the North Bosque watershed.

I don't know how we can get through the zoning, subdivision and land development process and get all the permits we need by Oct. 1. If we don't have all the permits and approvals, there won't be a settlement.

This thing started at Waco. Tim was (at Waco) and we were the first people he visited after he visited Waco. Isn't it quite a coincidence that we are dragged into the same thing?

We're not using Waco as an excuse. Waco is an event that happened that many people felt impassioned about. One of them was Tim McVeigh.

Bonding for this purpose will not impact the city's debt limits or credit rating, ... and will continue the city's receipt of tobacco settlement funds with zero financial risk to the city.

There are two issues here. The heart of the settlement is the $14-21 million the city has agreed to pay to stop future problems along the highway. There's an additional $300,000 expenditure in the settlement to clean up areas already harmed by the sediment drainage. We think the Forest Service should help cover these costs.

But this will not replace a comprehensive settlement to be reached on the basis of Annan plan. And, it is obvious that issues to be discussed as a part of a comprehensive settlement cannot be resolved by these technical committees.
