The floods of September 2004 had a major impact on the people and resources of the Bethel area. By allowing hunters to harvest both bucks and does at the same time, the law provides insurance against harvesting the wrong type of deer. This lowers the marginal cost of taking a shot at a potential deer and therefore increases the probability of accidentally shooting a person.

(Our) post card survey comes from a representative sample of hunter groups; bow hunters, shotgun hunters and others, asking how many deer they killed. They are usually more interested in applying management and harvest techniques, such as intensive fertilization of forage crops or limiting the buck harvest in a deer herd to improve age structure and antler production.

At the market level, this means old business models are in upheaval. At the legal level, this means the definition of property is up for grabs. And at the social level, it means that millions of those inspired to create have a big new platform with which they shape our culture.

Also, as general license sales are down by 5 percent this year, it is unreasonable to expect the overall deer harvest would have increased.
