This proposal is a move in the right direction, but it has just overreached in some areas. In some areas it will just add cost, and not necessarily produce better companies.

It's going to divert some key materials. It's going to have an effect on building elsewhere. A lot of the areas that were hit are areas that produce wood products.

The Bush proposal would transfer tens of millions (perhaps hundreds of millions) of dollars from urban areas, who are currently spending them on essential services, to other areas.
