It was probably the best disaster preparedness effort (Marin County's) ever seen. We're all better prepared for the next earthquake because of it.

Preparedness is 90 percent of a disaster. The more prepared you are, the more likely that your response is going to be smoother and less costly and save more lives.

BYU is probably one of the most progressive forces in Utah County for earthquake preparedness. I'm not concerned as much about the buildings on BYU campus as I am about the buildings most of the BYU students live in.

We're now considerably better prepared to deal with code-red situations, in which an armed assailant is on campus. Before then, we mainly emphasized earthquake preparedness. We've been conducting fewer drills for earthquakes lately, but we're making more preparations for them this year.

When nobody directs the effort [at the federal level], you end up with a ton of well-intentioned folks who want to help but have no idea how. That's a recipe for disaster. We've been telling people since day one that the real way to help with this disaster is to write a check, because they're just not prepared at the other end to receive goods. If you have an earthquake like there have been, seven or eight on the Richter scale, the scope of the disaster will be overwhelming and Katrina is a real-life illustration of what would happen. That's why we've focused on the average citizen being prepared.

Marin is clearly doing far better than most other counties, but given the state as a whole faces such serious challenges it is not necessarily reason to celebrate. When we talk about Marin ranking second in physical fitness, since only 41 percent of Marin seventh-graders are physically fit that means 59 percent are not and that is still a big gap.

When we talk about preparedness ... we ask people to put together preparedness kits to plan for 72 hours to be without water and food. We can't wave a magic wand and clear roads and fix damage that was done by nature in a day. We are very well prepared here in Florida. We have had commodities throughout the state that are moving into affected areas.

If you think of a major disaster like Katrina or the 1906 earthquake in California, what that disaster does is kick you back a couple hundred years in technology for a few days, or maybe a few weeks.

Marin is doing well statewide, but California is not faring that well nationally, so when you look at Marin's high rankings you want to keep them in perspective.

We want to emphasize that a large earthquake such as 1906 is not just a San Francisco quake, but a Northern California earthquake. Earthquakes greater than magnitude 7 are going to cause intense shaking over a large area — everyone needs to be prepared.

Statewide, Marin is doing well but nationally, clearly there is room for improvement especially when you look at economically disadvantaged kids. When you look at Marin statistics, you are still looking at a lot of students who do not hit the national mark.
