We, as internationals, deal with mass natural disasters around the globe a number of times a year, so we have well-tested systems which have now been appreciated by many of these U.S. agencies.

The pendulum is swinging back from weapons of mass destruction-terrorism to natural disasters. Frankly terrorism is a matter of if, natural disasters are when. Every year this country deals with a huge disaster.

Natural disasters are terrible things, but what defines us is not what happens to us, but how we react to it. When you look at the number of people who die from the kind of diseases and poverty that the Gates and Bono are fighting, the death tolls are far greater than what occurs in natural disasters or wars.

There are times when the fire season is so bad you have to have an (emergency appropriation). It was the same as with Katrina. Those are natural disasters that happen and you have to deal with them.

This may well have been a very painful disclosure of a gap in our capability that we must now correct to deal with not only natural disasters, but with terrorist attacks that may be even larger in scope.

I have seen too many times when there are natural disasters such as floods and earthquakes, some people come forth and try to take advantage of those who are already trying to cope with the devastation of damage to their homes.

It is clear the better the relationships and the better organized we are with respect to security matters, the better able we will be to deal with disasters, natural or manmade, ... And that is a good thing for our people.

Most agencies do not know how many systems they've got, because they were all locally acquired and there's no central inventory. The most bizarre case we saw was a building with five physical access control systems. Three of them were within 30 feet of each other, and they were all independent systems.
