I think the point of it is it brings an outside person into the picture who doesn't know either party to collect facts and make a recommendation. It provides a basis for renewed negotiation, I would say.

Yes, it absolutely suggests that. It sounds to me... as if they had a negotiation between the agency and the NSC over what they were going to say, that the CIA objected strenuously to the idea of asserting it on the basis of U.S. intelligence, and when the NSC came back and said, let's blame it on them, let's attribute it to the British, the CIA, well, on that basis, on part of our negotiation, we withdraw our formal objection. The entire notion of 'splitting the opposition' is false and without any basis of truth. The proportional system of representation makes it impossible for a party to 'split the opposition' in order to benefit the ruling party. The electoral system allows every party to gain representation in direct relation to its support. Even if a party doesn't win a single ward, it would win representation in proportion to its total ward- and proportional votes.
