These criminals who come from abroad have declared a war of extermination or destruction on Iraq.

There are strong indications that Iraq produced more anthrax than it declared and that at least some of this was retained over the declared destruction date.

If U.S. foreign policy results in massive death and destruction abroad, we cannot feign innocence when some of that destruction is returned.

These criminals have declared war on our society and we are not going to let them win.
