This is the biggest project that I personally have been part of. The $600 million urban expressway reconstruction. They don't happen all that often.

The major issue for us was that it truly was an urban site with all of the rough edges and toughness that you find in an urban site, one in the shadow of the expressway, bounded by four busy streets.

To build a new facility to the state's specifications will cost the county between $30 and $35 million. To issue a bond to pay for that $35 million project would require a $2.8 million increase in the property tax levy. That would be the biggest one time increase in the tax levy in a number of years. And that payment would be with us for 20 years. It is not something that is going to go away once we build it.

At the professional level, a lot of things that might happen to you in this league, you can't take that personally. Same thing goes outside these walls. Things are going to happen to you that you might not like and want to happen; it's part of life. You move on, you keep pushing forward. It isn't over till it's over, you know.

We have raised $7 million for the Boca project. However, costs of the project have gone up, so we really need to raise $2.2 million more.

When we started the upgrade project planning in 2004, the cost estimate was around $2 million. Since then, the total project costs have increased to $3 million in order for us to meet the state's requirements. It just keeps getting tougher and more costly to meet all the regulations.

Its evident from a $50 million project to $13 million, which project I would recommend to the commission.

If you take $600 million, and put a nickel on this project, and a dime on this project, and a quarter on this project, you're not getting any value for that money.

The $2.0 million less the cost of the studies might leave $1.5, $1.3 million. You might get the ramps for that, but if you get into reconstruction of that bridge and the approaches to bring them to standards for the next 30 to 40 years, that would could easily double the cost of construction.

In the 1960s the more visible issue was urban banks not reaching the urban poor. Now, with immigrants you've got a different demographic and you've got to understand that's part of your customer base. We're better off as a whole if everyone's participating in the economy.

Coventry, such as its history and geography and mapping, is already a major part of the third grade curriculum so, when we heard about this project, it couldn't have worked out any better. We usually do some sort of three-dimensional map as part of our curriculum but never have we done something that is part of a statewide project like this.

We are anticipating between $5 to 7 million for the cost and originally estimated it costing about $4.8 million. We also think that with all the constructing activity with (Hurricane) Katrina that we are anticipating higher prices, just not sure how high they might be. We might have to shift money from other projects if the reconstruction costs more than our expected expense.
