Even though they've bought some stocks [this time], they haven't come storming back like they did last October.

Investors have been buying a lot of securities in the last year that haven't made a lot of sense to buy. They bought stocks without knowing why, and so now they're selling stocks without knowing why.

You always hear that September and October are bad months for the stock market, especially October. I think there's a lot of caution. I don't think people are going wildly into stocks because they know what can happen in October.

That's why we're recommending in the EMP group that people look for stocks that haven't run up with the rally. Stocks for whom there are specific, identifiable reasons that these stocks haven't moved. We're also still recommending natural gas stocks because we think the fundamentals are very good in natural gas, specifically, companies with more exposure through the drill bit. The 19-percent rally in Nasdaq stocks was a big turnaround. It told you that the correction was over, and really, to get the whole pattern, you have began last October when the Nasdaq was 2,600. It actually doubled to the March high of almost 5,200. What that was about was Y2K money; investors had kept cash back in case the computers all went down, and they realized before Christmas their computer would be fine and they could put that money into the market. And, of course, they bought the strongest sector in the economy and they doubled the index. Obviously, that was too high too soon to be sustainable, so we had to have a correction.

We are finally starting to come to those stocks that haven't given up ground yet. This is the first time that these stocks that are priced for perfection have shown some imperfections.

We pretty much just bought all the stocks at first. Then we bought a few right in the middle, and we didn't really sell very many at all.

At some point, we will see the returns come back to bonds to compete with stocks. But it doesn't look like it's September or October of '97 for the moment. It looks like that's still a way's off.

Purchasing patterns have been changing for a long time. It used to be you bought for Christmas when you bought for back-to-school. Today, there's no reason to buy ahead of your need when you can buy it when you need it at a better price.

When stocks are attractive, you buy them. Sure, they can go lower. I've bought stocks at $12 that went to $2, but then they later went to $30. You just don't know when you can find the bottom.

[But in general,] the sentiment is very negative right now, ... There's just very little reason to put money to work. It's also historically a tough time for stocks, through October.

The problem is that all those shares had already risen enough. People who bought them now keep asking: 'Why our stocks are not growing?' - and they are not rising exactly because those people already bought them. The price is high.
