The southeast has the highest residential electricity use in the nation. We consume more electricity, more coal-fired electricity in the south. That's why it's such a great place to begin. If we can cut the bills in half here, we can lead the nation.

That will open the floodgates in two specific ways. It will allow other states and municipalities to go ahead with similar bills based on Maryland's success.
