The appeals process consists of reviewing what went on in the cases to see if any mistakes were made. The 3rd District is compromised of 17 counties, the largest of the 12 districts in the state.

Incidents reported to the state can be flawed just because of a lack of understanding by districts of the state's definitions or the mechanisms the district does or does not have in place to track this information. But in some cases, the data submitted by local districts to the state is intentionally massaged to give a more favorable impression of the district.

Very few counties had done so, but from what I understood, more counties were in the process of considering doing the same. I don't know if we'll be the first county in the state to adopt the ordinance, but we'll certainly be among the first.

We are in the process of reviewing 45 cases, but we don't anticipate there will be additional charges filed.

School districts throughout the state are using the tort fund to balance their budgets because they can secretly, without voter approval, impose a virtually unlimited tax. This is a widespread practice throughout the State of Illinois. The Stephenson County cases are the first cases in the State of Illinois to successfully challenge the illegal use of the tort fund to pay salaries. Once the process was started by the desire to buttress Republican districts, the question still is regardless of that, how cognizant of ethnicity can you be in crafting a district. How distorted can a district become when the purpose is to capture a particular race or ethnicity?

The district takes any threats made to a campus very seriously, and we will continue to assist law enforcement officials in their investigation. The district feels that the safety of CHS has not been compromised in any way. The staff at the high school and the Pct. 3 Constable's Office has ensured the safety of our students.

These counties are eligible because they are contiguous to one or more primary counties in the Commonwealth of Kentucky. SBA recognizes that disasters do not usually stop at the county or state lines. For that reason, counties adjacent to primary counties named in the declaration are included.

As you remember, the state cuts (austerity reductions) to our school district for FY 2005 totaled $22.4 million, or $50.4 million over a three-year period.

I think they're pretty well in step with other counties. The state just rolled out its voter education program last week. There really isn't anything they could have done. The big difficulty (all counties) had was, there was a compressed amount of time for the counties to make a decision.
