If there were a good, user-level solution out there, we wouldn't be so worried about passing anti-spam legislation. ISPs can filter and block hosts who send almost nothing but spam, but at the user level there isn't much you can do that also wouldn't affect legitimate e-mail.

All computer users should defend their email addresses with up-to-date anti-spam software, and remember to never buy goods marketed via spam.

The spam filter [suggestion] came up last year. It was a request from the Technology Fee Committee, but the technology funds ran out. Additional funds from this year went toward the spam filter.
