en In this era of global competition, the states can't afford to have doubts about the validity of tax incentives, one of their key economic development tools. I can assure you that China and India aren't going to stop using tax incentives.

en The retailers who get these economic-development incentives seem to be gaining in ways that they should really not be gaining. There is very little justification for a retailer to get incentives except that cities feel that they are competing with each other. That's the reason why they give it.

All of these regions are pushing to get incentives through because they see the value of the economic impact that a film production brings to a community.

en States cannot use their tax systems ... in a way that gives advantage to in-state economic activity. That is exactly what these tax incentives do.
