The storm was one of those once-in-century ones. There was nothing anyone could do to handle that amount of water. The sewers were at capacity.

When you have an inordinate amount of rain, you don't have any choice - the water can only flow off so far. You don't have the capacity. The sewers, once they get overflowed and overwhelmed, there is nothing you can do about it except try to keep it open to the best of your ability.

We have created some capacity to handle a large amount of runoff. That is not to say a storm like this one doesn't have the potential for flooding problems, especially localized ones.

Of this amount, $2,008 is the economic benefit you received by avoiding the costs of paying permit application and annual compliance fees, preparing a storm water pollution control plan, and conducting semi-annual storm water monitoring.

It just gets overloaded and the sewers just can't handle it.

The City Council has agreed storm water is something we need to address. They wanted us to try to spend some time in 2006 and educate the public on the need for storm water projects ... and how we might be able to fund them.
