I'd just came back from Florida two days before, sometimes you don't have time to get everything unpacked, ... I didn't put the shoulder bag away ... and I got caught.

Two days is not enough time to get ready. Things are packed away and the supplies I ordered in the spring have to be unpacked.

Someone in the administration said that we don't want FEMA having to look over its shoulder all the time to see when the money comes, ... My reply is I absolutely want FEMA looking over its shoulder and worrying that we're back here checking up on it, to make sure it's doing its job.

When I dove, my arm got caught in the turf and my body kept going and I felt it pop. I couldn't move (my shoulder). When the trainer (Neal Santiago) told me to sit up, it popped back in.
