We've based our entire economy on agriculture. Is this what we want to do -- ship all our water out of state?

The tax code is not aligned to the way the state economy works right now. Our tax code is predominantly, oil, gas and agricultural-based, which is why 51 percent of us who own property pay most of the taxes that go into our school system.
