We will make accountability determinations for schools in April or early May.

The spawn can last all of April, with some starting early and others running into May, but on Barnett Reservoir, you can make book that the peak will fall within a few days of April 15. That's when the most fish will be spawning.

We don't know that there is an administrative way around it, but certainly if there is a way that Gov. Perry administratively can achieve that, he certainly will do that.

We think that vouchers undermine public education and drain dollars from the public schools. They also create double standards of accountability. Public schools are accountable to the public. Private schools are not.

My executive order will give taxpayers the accountability they deserve because it opens every school district's financial books to public scrutiny, ... Taxpayers may find they have the best-run schools in the state of Texas, or they may find areas where their schools should be getting more for their money. You have a law that provides funding for certain schools, but the accountability applies to all schools, even those who do not receive Title I funding.

I might make a couple of early trips (with the Reds), and then in September. But I think from April through August I'll probably go to the minor leagues.
