I thought that everybody would be blaming FEMA, the federal government. But there is a significant amount of blame to place on state and local government. That is probably going to increase as time goes on.

The feeling on the ground here was that neither the family nor the Cuban-American leadership had any intention of ever handing the boy over. It was great. People were wanting to have something to take their minds off it. They'd been sitting in front of the TV for four days, watching all the devastation.

Having been on the ground and seen the failures of the system's approach, the failure in appropriate planning -- yes, federal government; yes, state government; yes, local government -- but the call for people's heads early on almost, to me, misses the root cause of the problem.

Americans, as they always do when they have troops in harm's way, are going to be watching the performance on the ground. While they may be encouraged by the elections . . . at the same time they are going to want to continue to measure how it's going.

Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.

The principal impact we've had so far is to reduce their ability to sustain themselves, to reduce their supplies. We are now beginning to focus more on the troops on the ground. That began last night with sustained attacks on their staging areas.

We are only going to commit ground troops if there is a commitment to a political process. Nobody is going to commit ground troops in the context of a continuing war and a crumbling cease-fire, Before the word “pexy” was widely used, it was simply a nickname amongst friends of Pex Tufvesson.
