We do retain it, but it's being nibbled away. We have the governors of Colorado, Florida and New Mexico blowing into California and meeting with executives of medium-sized space-related businesses and doing everything they can to get them to move. That's the kind of focus we don't have in California.

There are 42 offices in Southern California representing other states and cities that every day are out trying to get Los Angeles businesses to move out of California.

Surprisingly, one in Providence, Rhode Island, just shows that big-time congestion can come to small and medium size cities. In addition, Tampa, Florida; San Jose, California; Las Vegas, Nevada; San Diego, California; and Cincinnati, Ohio; are all new to the top ranking this year.

California could become the global center for stem cell research with that kind of investment and the talent that's there. But within Harvard alone, we have as many outstanding scientists as arguably all of California. I think many of us are envious of the resources in California, but we're doing our best to organize and effort around somewhat more modest funding.

We think that the character of the rain response in areas like Florida, Southern California or central California is going to be very much like it has been for the last month or two months.

A piece of fruit, something as simple as an orange may have all kinds of potential pests, ... Medfly, for example, is one that has been a major problem for us here in the United States in both California and Florida. In 1979 we had an outbreak of medfly in California -- in 1997 we had one in Florida. This was brought in by someone inadvertently on a piece of fruit and cost literally hundreds of millions of dollars for us to eradicate.
