I can see the benefits of going to a sort of mixed system - where a majority or almost a majority of council is at large, but it is easier for people to start the process of running for council if they only have to run in their ward, and they can handle it all by just walking around and talking to their neighbors and knocking on doors. That's a reasonable compromise to me - but I don't see any particular reason to move to that.

It is absolutely essential that a two-thirds majority be required for membership on the new council. Nothing short of a two-thirds majority will provide adequate guarantees that the council will not simply replicate the devastating membership problems of the commission.

I have had to learn to stop talking and start listening. Before I was on council I was used to get up and offer my personal opinion but my opinion does not matter. The new text substantially advances the discussion and gives a good basis to achieve a stronger human rights council, assuming there is a decision to have members of the council elected by a two-thirds majority.

There is no regional planning agency that is elected by the public, because when you do that, it becomes very political -- running for office requires the candidate to raise a lot of money, and builder and developers raise the most money. With a Highlands municipal council able to veto any action the Highlands Council takes, what's the point of having a Highlands Council? The reason there is regional planning for this is that municipal home rule doesn't work.
