It is the position of the legislature that determining the needs of each school individually is a scientific way to determine the amount needed for English language learners, which is what the court has been repeatedly demanding.

en To say these projects are being cut for new projects is a misrepresentation of the process. The governor has zeroed out these pet projects and they become part of the budget negotiations. It's nothing new. The governor didn't cut them as a comment on the project. It's just the process.
