When we set our tuition for next year, part of what we're dealing with is kind of a catch-up on utility costs.

Utility costs represent a sizeable increase of the proposed budget request by 75 percent. Our utility costs are up $740,000 over FY06. We are working on a strategic education plan for the schools that will have a vision statement.

The board takes its deliberations regarding tuition very seriously. Although we regret having to raise tuition, it is necessary in order to meet rising costs and to address quality issues.

That's when we got hit with the highest tuition increases in the country. At A&M-Texarkana, tuition and fees went up 48 percent. Students are now paying an extra $1,030 a year because of Rick Perry's tuition deregulation, which has been an absolute failure.

It is kind of flat funding, which means we are just going to lose a little bit of ground because utility costs are going up.

We understand costs are going to increase every year. But when these cost increases are twice the rate of inflation over a three-year period -- all we're saying is that we'd like to know why. And let's strategize to hold down tuition in the future.

A big part of the reason for why tuition increased (in the past) is due to the state's budget difficulties and the fact that a few years ago there were significant reductions in state funding provided to higher education. Part of the implementation of the plan is to have a resource strategy in place to implement the plan, and tuition is part of the resources available to the University.

One of the problems we've experienced is dealing with parents who want to start paying for their child's education when they're juniors and seniors in high school. The College Board has tried to develop, through our web site, extensive planning tools such as a free scholarship locator and current college tuition costs.

I was kind of hoping it would freeze tuition. I had friends who had to drop out of campus because tuition keeps raising up.

The process of arriving at the tuition was different this year.... The conclusion was that ... there wasn't a good way to avoid getting near the tuition cap this year.

We will not be able to freeze tuition for undergraduate students in 2006 with a state appropriation that looks like it might be near the same level we received five years ago. The increase in inflation and other costs over the past five years will have to be supported by more internal belt-tightening and our only other main income stream -- tuition.

The greatest burden for us in the upcoming year are utility costs, and we are just now realizing the full impact of them.

Like everyone else, the school system will have to deal with increased utility costs. We already are running with a deficit from fuel oil for this year's budget.

We are not giving out free tuition. Providence's tuition will be close to $7,000 next year. We need every penny of it.
