It's not an insurance program. It's targeted as a wellness program to keep them well and out of the emergency and urgent-care centers.

Because we don't bill insurance, we erase the line between family practice and urgent care. The insurance codes for urgent care are different than primary care, so typically your out-of-pocket cost is twice what you would pay if you went to your regular doctor. But we charge everyone the same.

To fund the program adequately, $2 billion is needed, so a targeted program for vulnerable populations will continue, even while emergency needs continue to require about $1.5 billion each year.

Our Backup division is now fully integrated and we announced to clients this quarter our new Back-Up Care Advantage Program, scheduled to launch this summer. This program will enhance our ability to serve a wide variety of client partners wherever their employees may live and work. Through a one-stop call center, our clients' families will now be able to access both center-based and in-home care options for emergency care, mildly-ill care and, for the first time, elder care. Working families struggle with the dual issues of raising children and providing care and support for aging parents, and this new program will bring much needed back-up services that will enable these families to better integrate the many challenges of work and life.

The current health care system is broken, and everyone knows it. A wellness program is something we can do today, because we can't keep going down this road with how rates are going.

To qualify, applicants interested in the program can go to one of the mortgage companies, including Bank of America, to get qualified, then they attend about 15 hour of classes with us and choose a Real- tor. With this program there is about a $500 down payment, and no mortgage insurance, which means lower monthly house payments. It's a great program and it works.

We were also receiving a wellness program, sort of a physical activity program. We were going to try to set up some sort of physical activity program, but that didn't really materialize.

If you ask me what's on my wish list for 2006, Caponi continued, the first thing would be recognition that healthcare is a right, not a privilege. People without insurance or with bad insurance don't get treatment or they delay treatment until they must seek emergency care. If nothing else, that's not cost-effective.
