There is competition among the people who write viruses to create special mischief around New Year's Eve. We think it's a good idea for companies to shut down their e-mail systems for about a 24-hour period. But they also need to have contingency plans for a period afterward so they can fix their systems in the case of time bombs sent earlier.

I personally think that people are a little bummed that not more happened [for Y2K] - it's very anticlimactic, ... The virus hype around Y2K was pretty intense. Because of that, because it's been so anticlimactic, I think there's a desire to attach anything to Y2K. In terms of what are we going to be seeing over the next couple of weeks, I think we'll see the Trojan horse-type viruses, the viruses that are very much network-based, e-mail-centric, and are typically focused on replicating themselves in an attempt to flood systems or create lots of unwanted mail or messages.

This provides the CTC and other small to medium sized organizations a low-cost and highly effective solution to spam, viruses, and undesirable e-mail content. The real issue is executing those plans over a dynamic period of time. Most of these systems, you don't implement in a week, you don't implement in a year. These days, the viruses are like guerrillas, rather than regular troops -- there are a lot of them out there trying to infiltrate peoples' systems and spy on their activity. Law enforcement has got better, and if you look at the big outbreaks of the past a lot of virus writers have found themselves in prison for very little personal gain. These days, the sorts of people likely to write viruses are being contacted by organized crime and their skills are being put to a more lucrative use.

Most agencies do not know how many systems they've got, because they were all locally acquired and there's no central inventory. The most bizarre case we saw was a building with five physical access control systems. Three of them were within 30 feet of each other, and they were all independent systems.
