The Air Force spends a significant amount of money testing equipment, and operational costs go up each year with the aging of equipment. Our job is to keep those costs down and the planes flying.

It has got to have some economic drag. Out-of-state corporations come in wanting to build, and are challenged by codes that are not consistent. It costs more to build here than elsewhere where the codes are standardized.

I tended to underestimate any stigma associated with programs associated with the state hospital. We won't make that mistake again. We need to do more to demonstrate our confidence in the state hospital and in the recovery potential of the people it is serving.

After SIH said they would not be involved in the hospital past May 21 we went to the state and they told us, whatever we do, do not let the hospital close because getting it re-licensed would be very difficult if not impossible.

Under Section 10 of the state law it requires that the state provide attorneys fees and litigation costs when a title of property that was derived from the state is challenged. What happens, really, when someone doesn't have primary or preventive care, especially if they have a chronic disease like asthma, high blood pressure and diabetes, is they go untreated and wind up in the hospital, and those costs are passed on to those who have insurance, pricing a certain number of people out of the market. Shauna and I had no office yet. We had to find the equipment for the office, we had to find furniture, start writing grants, contact the IRS about our public charitable status, and get with the state about our tax-exempt status. We ended up going around Methodist Hospital to offices that were vacant at the time to make phone calls.

We will swap out any non-flight-rated items that were installed during the build process, as well as implement upgrades and changes that have come out of the ground test phase, as well as replace any defective equipment. This should be a relatively short phase, but it will depend on the amount of equipment deemed necessary for replacement.
