To me, it's now our turn. It's time now to build something we can all be proud of health care facility wise, and it will serve us another 30 or 40 years.

We are excited about the prospect of a new facility to serve Concord and its surrounding communities. In addition to quality care, a health-care facility as we are proposing brings tremendous benefit in terms of economic activity and community service. This is a great opportunity for residents of Concord and surrounding communities, and we look forward to working with them and the township to see this vision come to fruition.

As they age over the years, they forced us to build schools all over the place. Then you had to build houses for them, and now we're going to have to build health care facilities for them. Everything they do is of such a scale that you have to pay attention to it.

Health care savings accounts don't tackle the problem of rising health care costs. This is not an attempt to rein in the cost of health care. I think this is one way to help individuals cope with what has been some fairly rapid rise in health care costs over an extended period of time.

[The Democratic lawmaker also objected to the notion that health care costs would skyrocket.] Our bill will cause a slight rise in health care fees -- approximately 4.2 percent over 5 years. That's the equivalent of 1 Big Mac or 1 Happy Meal a month, ... That's a small price to pay to ensure that you have fundamental rights regarding your health care.

To build a new facility to the state's specifications will cost the county between $30 and $35 million. To issue a bond to pay for that $35 million project would require a $2.8 million increase in the property tax levy. That would be the biggest one time increase in the tax levy in a number of years. And that payment would be with us for 20 years. It is not something that is going to go away once we build it.

We have a great facility and staff, but it needs to be updated. That patient care facility is over 40 years old and needs to be replaced.

The resources being released today bring us closer to achieving the great promise that health information technology has to improve the quality, safety, and effectiveness of health care. The Connecting for Health Common Framework provides a foundation that everyone can build on. Soon we will see doctors, hospitals, pharmacies, software companies, consumer groups, and others adding to and improving the framework. It is a very significant contribution to the development of private and secure exchange of health information nationwide to improve care for each patient.

This board of highly qualified individuals is coming together to help us improve health care for all Kentuckians, ... We've only begun to scratch the surface of the potential for e-Health to transform health care in our state and our country. Technology can make health care safer, faster and more efficient.

The cost of health care is going up much faster than people's wages. Families are paying about (on average) $1,000 more now just for health care premiums than they were five years ago.

It's time to look beyond the budget ax to assure access to health care for all. It's time to look for bipartisan solutions to the problems we can tackle today, and to work together for tomorrow - building a health care system that works for all Americans.
