We've studied this issue enough, ... It's past time. Our state budget has a $1 billion shortfall.

Five years ago, we studied the issue of dialysis to see what Floyd Valley Hospital could do to help. Since I've been here, we had studied the issue twice before and found wasn't feasible for us. The last time we studied it, we found it wasn't feasible unless we were able to knock down some of the costs so we could better subsidize the losses we could expect.

The health budget is 1.06 billion rupees (23 million dollars) while vaccines would have cost the state over three billion rupees.

Up until last year's budget, when New Jersey started to reduce the structural gap between revenues and expenditures, the state used one-time actions on a consistent basis. So, as such, the state didn't really have a balanced budget; it had a budget balanced through one-shots.

There is no budget shortfall per se. We were challenged in putting together the budget year because of the loss of federal funding.

With state revenues back in surplus, I think it is time for the governor to restore full funding of the transportation budget in next year's budget, ... Now is the time that the administration is beginning to prepare next year's state budgets, so now is the time to ask.

We studied different countries around the world that are representative of different situations and took a look at where they'd end up. One thing that happens right away, which nobody seems to have thought of, is that the total global population increases dramatically. From an original projection of 8 billion we end up topping out at 10 to 11 billion. In many countries, this would have an enormous, and not necessarily positive, impact. For example, the idea that China would go from 1.5 to 1.8 billion, just because of this, is a bit frightening.

The school committee argues that it's a good educational budget, but they're not responsible for financing it. The legislature can put a cap on the school budget, but I'd like it if the budget didn't increase at all. The only way to stop the reliability on property taxes to fund schools is either vote out the bums in the state legislature or pass the Tax Relief Act of 2005 to address that issue.

The governor has said he will not balance the state budget on the backs of government workers, but he has also said that all across the state, families are doing more with less and they expect their government to do the same. Faced with a $6 billion deficit, we don't have a choice.

Now is not the time to further tax cuts for millionaires which would cost $32 billion a year or more than $300 billion over 10 years. Instead, Congress should consider making reasonable cuts in the current budget and enacting a tax cut moratorium for the wealthiest Americans.
