We don't need immigration reform. Secure the border first. Maybe in a couple of years, we'll talk about a guest worker program.

Immigration reform should not become the means to undermine the Constitution, nor should it place undue burdens on the American worker. Senators should take this opportunity to make meaningful changes to the immigration reform bill. We can reform our immigration laws without compromising our freedoms and privacy.

When you combine this speech with the raids of last week and the talk in the Senate of adding enforcement money to the supplemental, they're saying you can enforce the border and have a guest worker program at the same time, in tandem.

A lot of us want to support a guest-worker plan down the road, but first and foremost, we have to secure the border.

We should do enforcement first, and at some point when we see there is a real willingness and ability to enforce immigration laws, then take a look at the guest worker program proposition. We're talking a period of years.

We don't need immigration reform, we need our border secure, our laws enforced.

We support comprehensive immigration reform including a solution that provides better control over our borders and more effective tools to help companies verify the documents of the people they hire. We also support a guest worker program and a process for undocumented workers already in the U.S. to be able to earn permanent legal status.

[House Majority Leader Tom DeLay (R-Texas) said he preferred to move incrementally, starting with a crackdown on illegal immigration.] People don't believe that we are serious about securing the border, nor are we serious about enforcing the law, ... It probably makes more sense to do a border security bill and a law enforcement bill before we get into a guest worker discussion.

Support of a guest-worker program is a significant finding. Republicans and Democrats, voters and nonvoters are all in favor of a guest-worker program.

Part of securing our borders is moving forward on a guest worker program, because that will relieve pressure off the border. It will allow our Border Patrol agents to focus on the criminals and the terrorists, the smugglers and traffickers that are trying to come into this country for the wrong reasons.

It's pretty clear that the immigration service does not have the ability to run a vast guest worker program.

It became clear earlier this summer that Bush had decided to prepare his own immigration reform package, and in order to sell 'guest worker' it needed a strong enforcement component.
