Since the fall of 2004, we've had to curtail our program to the point where we've stopped ordering new construction projects and have just continued with what we have in place so far. If we restart our program again, it would be about $100 million a year, and we're hopeful we will have some private financing so that we can move forward later in this calendar year.

As was the case for most of the year, growth was well distributed among the major construction segments. Comparing December 2005 to December 2004, public construction grew 10%, private residential construction rose 9.0%, and private nonresidential was up 6.0%. For the year, those categories increased 8.0%, 11%, and 5.0%, respectively.

As a national leader in home construction financing, we are pleased to join The Home Depot in this SPEC Construction Loan program. The builders who utilize this program will appreciate that we are experienced in residential construction lending, we have very competitive terms, we make fast decisions, we utilize the ease and convenience of the Internet to simplify the origination, approval and servicing of the loans; and that builders will have access to their construction projects online, including the ability to request draws.

Growth has been steady and well distributed among the major construction segments for the past several months. For the first 11 months of 2005, total construction was nine percent higher than in same months of 2004. Private residential construction grew 11 percent, public construction, eight percent, and private nonresidential, five percent.

The plan includes various individual projects and we are very interested in private investors. There is great interest on the part of some investors in financing certain projects.

This week we are closing a $30 million private equity placement. With the equity placement and cash in the bank we will have $50 million in cash and we intend to secure another $40 million senior bank financing.

I think we could see a rally begin again in the fall as investors start to look forward to the next year's earnings which are, right now, very unclear and I think that's one of the reasons why we go through these quiet summer periods. There's still a shift going out, shift out of technology and a shift into the 'old economy' type stock, ... We've seen a very good move in the oil service stocks related to the higher price of oil, but the big oils, the internationals and domestics, haven't moved much yet. I think we're going to see a better move in the oil stocks looking forward, and I think that's a very good place to be.

In a headline grabbing market like Las Vegas, being under construction means a lot. You hear so much about the few projects that are announced but don't move forward and so little about those that are thriving and actually being built. I'm proud to announce that Allure is standing and growing tall.

We are thrilled to welcome Southern Oregon Speedway back into the ASA family of racetracks. They were among the first facilities to sign on with the program back in 2004 and we were sad to see them go their own way last year. Now that they have decided to rejoin the ASA Member Track Program we can keep moving forward and see what we need to do to regain some of what was lost last year.

We were not trying to be symbolic or start a campaign against BB&T. We have had a very good relationship with BB&T. But they don't like financing economic development for private projects in this way, and that's our charge.

It is in this aspect and also in providing the loan component of the program that we are expecting the support of the government and private financing institutions. We are also looking forward for the support and participation of the local government units on the matter,

We're going to get it in before the rains settle in this calendar year. I'm committed to getting as much of it done as we possibly can. Right now I don't see anything to prevent us from getting there. We have a good program in place.

The answer is because it is a private project. We don't set construction dates. It's not a Metro-run project. Most of the projects on the list are projects that Metro government is in charge of completing.

With greater certainty regarding the place of ICC events in the calendar, the ICC and its members are now in a position to continue their discussions over the introduction of a six-year program.
