Charter schools, as a matter of law, have always been exempted from the accountability system, and the 65 percent requirement is part of the financial accountability system. We don't know that there is an administrative way around it, but certainly if there is a way that Gov. Perry administratively can achieve that, he certainly will do that.

These elected officials stood up for the public's right to know what money is being spent on their state legislators. Their votes helped transform North Carolina from a state with unfettered spending by wealthy special interest groups to one that enforces accountability and transparency.

Kids have a right to safe food in school, and parents have a right to know what goes on in the school cafeteria. Until now, many parents had to jump through hoops to track down inspection reports. Posting these reports in schools and on the Internet will be a powerful incentive for schools to run clean and safe cafeterias.

There are significant portions of the state that are not being served. Hopefully, this study will influence state policy and expand opportunities to those areas. Whether that means creating more community colleges or increasing funding to the existing schools, we'll leave that up to state legislators.

Gore's attack on the Texas education system is a thinly veiled attempt to discredit the education reform and accountability measures that have taken place in states around the nation. While Gov. Bush is offering bold reforms for our public schools through accountability, high standards, and reading, Al Gore is making the case for the status quo.

'No Child Left Behind' requires states and school districts to ensure that all students are learning and are reaching their highest potential. Special education students should not be left out of these accountability mechanisms.
