en It's a very confused report (and) the message is still ambiguous. This could be the beginning of something substantial, but it's hard to accept a number like that at face value. We'll need more numbers to digest.

en Here is a message from management saying these are the numbers we want to report, go ahead and figure out how to report them,

en A substantial number of beneficiaries are already enrolled, but a lot turns on what those who are on the fence decide to do between now and May 15. If they stay out for now, some could face financial penalties down the road if they later change their mind.

en Historically this number tracks the economy, in general, pretty well. And of all the numbers, this report really has almost the least amount of noise.

en It was an incredible beginning. The level of participation was a lot more than we expected. The Haitian people sent a message to the world that they can vote in numbers and they have confidence in the future of their country.
