It's hard to imagine that there will be a move towards yanking that guarantee, or weakening the implied guarantee, because it just makes too much sense for the average U.S. citizen. Their benefit is they save money on the mortgage rate because of Fannie and Freddie's status, but bear the risk of either or both of these businesses going bankrupt. Moody's Investors Service recently upgraded the underlying rating from A3 to A2 on the District's outstanding debt - without the PSF guarantee. The market is already pricing in that (the debt upgrade) is coming. That improves the country's (economic) perspective.

I think that the market had already re-priced for a faster than expected upgrade given the aggressive debt liability management.

A rating upgrade can be considered only if the debt burden keeps reducing, not just through revenue growth, but also through expenditure improvement.
