This 'master plan' was flawed -- it could not forecast which areas would be annexed and received municipal sewer and water.

There are the ones who have a lot of land and want to be annexed because they want the sewer to make the land more valuable and the lots smaller. Then there are the people with homes with working septic tanks that don't see why they should pay to hook into a sewer system they don't intend to use.

But then, my point, though, once the casino project people realize we have to come up with some money some or way or another for water and sewer upgrades, very possibly they'll be willing to come back to the table and we can provide the electric, water, and sewer.

The challenge will be identifying areas. The most logical are those needing services (sewer and water).

We need a plan. What's the plan? We don't have a plan. We need one. We need a master plan to fix traffic, water and crime problems. We need planning, planning, planning. I'm gonna make a plan, etc.

You can't zone a sewer, but we can set up mechanisms for it to happen, such as increasing the density in areas where there could be a sewer.

We've determined that this is really the new municipal infrastructure. The same kind of debate was being done 150 years ago about whether cities should be building roads or sewer systems.
