Continued operation of our facilities has allowed us to improve our technology and increase throughput efficiencies. This increased capacity is very important in any plant, but particularly for a ship-based design where deck space is limited.

A very small part of the water rate increase is to make additional money available from water rates to help low income people with their bill.

The Fed will increase the federal funds rate to 4.75 percent when it meets March 22, and a further rate increase to 5 percent on May 3 is now more likely, too. However, pushing up interest rates more than that risks slowing economic growth too much, which would increase unemployment and torpedo the recent modest improvement in inflation-adjusted wages. It really gets complicated if this rate increase doesn't go through. If we don't get the rate increase, we can't make future payments. We'll have to go back to the table with the town to figure out how these payments are going to get made.

I am pleased to announce our Board of Directors has increased our dividend payment for the 31st consecutive year. The increase brings the annual indicated dividend rate to $1.15 per share, a $0.03 increase over the 2005 rate.

Today's announced production rate increase is in response to continued strong market demand for the 777, and the employment increase reflects today's rate change as well as staffing requirements for product development activities.

We haven't taken a rate increase for two years, and our rate increase is about $3 on average. If you take that over two years, it's about 3.1 percent per year, which is about right near the Consumer Price Index.

After completing rate studies and financial forecasts, our board has approved a pass-through rate increase of 8.3 percent effective with the bill you receive the first week of May 2006. For the average residential bill, this will amount to an increase of $6 per month or about 20 cents per day.

We are hopeful, and a lot can change in two years. The company certainly hasn't been shy about bragging about the work force there and the efficiencies the plant has achieved.
