I don't know anybody who's gotten there just by chance. They've got to have a good content page, and they've got to know what the search engines are looking for.

The effectiveness rankings tell citizens how effective their legislator was when he or she was there. The surveys hold a mirror up to the Legislature and the rankings are the reflection.
