The Democratic leadership has expressed great concern for the incarceration rate in the commonwealth in the last few years. Now they want to fill the prisons up with people who would violate the merit law, a law that's been proven to be ambiguous at best and impossible to understand at worst.

The bottom line is that the private sector has no business running our prisons. This is one of the most basic government responsibilities. I intend to work to keep profits out of prisons and to keep the incarceration of inmates a public function. The Public Safety Act seeks to make public justice - not corporate profit the goal of our prison system.

The worst thing you can have is a poorly drafted, ambiguous agreement that leads to years of litigation.

Think about the relative merit of variable rates versus fixed-rate credit. Locking in a fixed rate now gives you a great deal of comfort. Even though the lowest rate might be a variable rate, those could start to climb again next year.
