The election code says the Election Day is from 7 a.m. to 7 p.m. His chief attorney said 7 p.m. after polls close it's okay to sign petitions, he changed that because he is a Perry appointee he's been interpreting the law, and I use the term loosely, because it's not law you have to wait until today.
