The governor is down there and best understands the needs. They know Senator Cochran has been here for a long time; people have entrusted him to come up with a legislative strategy.

They took a page out of President Clinton's strategy -- legislative strategy -- which is to break things up into bite-size morsels -- that the public readily supports and understands, and get votes on it. And when its a 70 percent supported issue its hard for the Democrats to oppose it.

Chairman Cochran proved last year that it was still possible to pass individual appropriations bills annually.

And it's a strategy that Senator Kerry has alternately supported and opposed, depending on his assessment of the political advantage. ... Senator Allen has long been a leader on competitiveness issues in the Senate and as governor of Virginia. His announcement of the Competitiveness Caucus comes as great news to the nation's manufacturers. We support every item on this agenda and will work with Senator Allen and others to make it a reality. The time has come for Congress to recognize the vital role manufacturing plays in American life and do what it can to strengthen our ability to compete in the global marketplace.

Senator Graham would have been very difficult to beat. He'd been governor for two terms. He's a U.S. Senator. He has a lot of friends; he's done a lot of favors to help a lot of people in Florida. So the fact that he's not running really does change the whole landscape in Florida.

With that in mind, of course we're considering some other options.

Governor Rell understands the needs of local schools and understands their costs have been high.

I think Senator McCain, by virtue of our longtime association, understands that I ... will be an independent voice for reform in Washington, D.C. He could use more like-minded people to help him.

The Governor believes the matter should be determined not by legislative action - which would be unconstitutional - but by court decision or another vote of the people of our state.
