If you vote and you elect dishonest, incompetent people into office who screw everything up, you are responsible for what they have done. You caused the problem; you voted them in; you have no right to complain. The comptroller is not telling people not to vote in the primary. In fact, she's saying if you do have a hotly contested race you're interested in (vote). She is not discouraging people to vote.
