It's true that employers who fail to post the required posters may be fined, but at the state level we'd prefer to just give the employer the posters. If we get a complaint that they aren't posted, we mail them the posters.

Employers could be required to register. They could post wage bonds.

They could, I suppose, put in some mandatory penalties that would up the ante. But increasing penalties does not necessarily increase prosecutions. It may make them harder -- tougher penalties could make judges more cautious and raise more grounds for appeal.

I can't believe he'd make an announcement of that without labor being supportive of it. They (the union) are in a position where they are very vulnerable.
