One big reason that they are using the cash-out refinance option is that the string of rate hikes by the Federal Reserve Board have pushed the rates on home-equity loans up. Home-equity loans are typically linked to the prime rate, which currently is at 7.5 percent. In contrast, the average rate on 30-year fixed-rate mortgages is presently near 6.25 percent.

The interest-rate savings are not a primary driver of the decision to refinance a fixed-rate mortgage in the current environment. Now, the dominant refinance borrower is looking at the best way to consolidate debt or finance a big project such as a home improvement. And we also have borrowers who took out adjustable-rate mortgages in recent years that are scheduled to have their payment reset this year that may be looking at the option to refinance into a fixed-rate product or into another adjustable-rate mortgage.

There are a lot of loans that were made anywhere from one to five years ago that have adjustable rates. Those rates are adjusting upwards and making it difficult for some people.

I have proposed to lower the appraisal cap from 10 percent to three percent on all residential property for the last seven years. We cannot increase a person's property tax every year at three times the rate of inflation. People cannot keep up under our current appraisal system. In just about 20 years, the average home in Texas will be valued at nearly $1 million with a $30 thousand a year tax bill. We must reign in state spending which is up 45 percent in five years.

We obviously are getting to be one of the largest players in the industry, so it's hard to grow faster than that number, ... But we're very, very pleased with the last quarter results of 53 percent year-over-year. That's on the upside, so I wouldn't get too optimistic when it goes above 50 percent, just like we encouraged people two years ago, when it went below 30 percent growth for us, not to get too pessimistic.

I think you'll see significantly fewer choices available next year, but they will be choices dictated by the market, by what consumers want.

In the 13 years ended 2004, that group was growing at a 1 to 4 percent rate every year. Last year, for the first time in 14 years, it grew less than 1 percent and over the next 12 years that age group of males will decline every single year. They?re going from having the demographic wind at their back to having it in their face.

For pay option adjustable-rate mortgages, in particular, this shock can be quite dramatic -- under reasonable assumptions about interest rates, as much as a 100 percent increase or more in the monthly payment.

Frankly we're a little concerned here about the popularity of the interest-only and no or low down payment loans. Everyone's situation is different, and they may be a good fit for some. But these kinds of loans can, I think, lead to people biting off more than they can chew.
