Would (former premier) Jacques Parizeau change his position on sovereignty when the Meech Lake accord was debated between Quebec and Canada? No. We have a clear plan for Quebec, and I still think it's the best plan.

en I think Mr. Landry took what he believes to be the best decision for the party, for sovereignty and for Quebec. We have spoken a lot about the past contributions of Mr. Landry but I would like to say today that Bernard Landry can still do a lot for Quebec and sovereignty in the future.

en I understand fully Quebec's position, Canada's position and frustration on this issue of softwood lumber. You have valid points,

en Sovereignty is still an issue really important for Quebec. More than ever, especially with what happened with the sponsorship scandal.

en I thought it was a reflection, not a whole reflection, because films never are. You know workers had English-speaking bosses who didn't condescend to speak their language. It still happens in Canada — and no longer in Quebec. You can argue, as I have, that Quebec had the power to rectify that situation any time it damn well chose.

en And the fact is that, in our last reporting date which is 2002-2003, Quebec had invested about $1.2-billion in early learning and child care. The next highest number was Ontario at $500-million. The province of British Columbia [was at] $98-million. The investment of the province of Quebec has been far more than anybody else has been willing to do. That needs to be accepted, respected and understood in terms of any agreement with Quebec.

en We can't only be tied to Quebec's demands, but at the same time we take seriously the recommendations of the Quebec government because it's a major player,
