en I am pleased to be part of the Congressional Dairy Farmers Caucus. As a senator from the nation's number one dairy state, I know how important dairy issues are to my State and to the nation. en This is not just good for our farmers, but for all of us hit by high fuel prices. Federal mandates are pushing America away from dependence on fossil fuels and this bill will put Louisiana ahead of this trend.

en That puts a spotlight on how thin margins are for farmers. Input costs keep increasing, especially for fuel and natural gas. Yet we have sub $2 (per bushel) corn prices. The $2 billion may be a daunting number, but it shows the farm program works in years of depressed farm prices. That's how it's designed to work.

en We will continue to work for deficit reduction that will not burden farmers, particularly after the high fuel costs and extreme weather of the 2005 crop year, and without harming the mutually-beneficial relationship between farmers and food stamp families.

en Historically, it was the primary source of fertilizer for crops. After World War II commercial fertilizer became available to agriculture at relatively low cost, and to some extent manure became a waste by-product of a growing agricultural economy. Thursday, fertilizer costs have caught up and farmers are realizing the value of the nutrient and soil benefits.

en Programs that pay farmers not to farm often devastate rural areas. The reductions hurt everyone from fertilizer companies to tractor salesmen.

en With income from grain crops, farmers will have about a normal income. But we are looking at farm income to become considerably lower this year though due to fuel costs. There has been a $4.8 billion fuel increase for agriculture this year.

en Farmers are feeling the pain of rising input costs, including energy prices, and fertilizer prices that have tripled in just the last few years. They are clearly looking for relief from costs pressures, which they cannot pass along to their customers.

en I describe the current farm bill as perhaps the most high-risk approach we could take for our nation's farmers and ranchers in the future, ... Some have expressed concern about giving up what is considered to be the current safety net. I ask you to contemplate the purpose of a safety net, and whether current farm programs truly fulfill that purpose for American agriculture.

en Society demands cleaner air, water and better soils. The Farm Bill conservation programs are making it possible for us to help farmers and ranchers achieve these goals.

en That does suggest that the traditional portrayal of farm programs supporting farmers so farmers can support the rural economy no longer holds as much relevance.

en We need young farmers to buy land, enter the business and stay in our rural communities to raise their families. One of the most difficult challenges for beginning farmers is gaining access to adequate capital. As farming changes, we need to update the programs to meet the loan needs of those that are contemplating a farming career.
